Interregional Conference "The Role and Perspectives of Credit Cooperation in the Socio-economic Development of the Region"
On 10-11 August 2006 the interregional conference "The role and perspectives of credit cooperation in the socio-economic development of the region" was held in Kemerovo oblast. The conference was timed to the tenth anniversary of the Association of Credit unions of Kuzbass and was held under the auspices of the Administration of Kemerovo oblast and supported by the RF President's authorized representative in the Siberian federal district. The co-arrangerers of the conference were Russian Microfinance Center (Moscow), National Union of Organizations of Mutual Financial Support (Rostov-on-Don), a union of non-profit mutual financial organizations "League of Credit Unions" (Moscow), Developpment International Desjardins (Moscow) and the Interregional Association "Sibirskoye Soglasheniye". 139 people - the representatives of 15 regions of our country - from Primorye to Moscow and from Rostov oblast to Kareliya attended the conference.
During the first day the conference was held in the Kuzbass capital - Kemerovo, while the main events were held in the building of the Kemerovo oblast Administration.
During the plenary session of the conference the deputy governor of the Kemerovo oblast Alexander Mikelson made a presentation about the influence of credit cooperation on the Kuzbass economy, Russian Microfinance Center Director Mikhail Mamuta - about the role of credit cooperation as an institute of microfinance in Russia, vice-president of Vneshtorgbank "Retail Services" Nadezhda Karisalova - about the successful cooperation of banks and credit cooperatives. Chairman of the Board of the "League of Credit Unions of Russia" Valeriy Kasatkin made a presentation of perspectives of credit cooperation in Russia, the executive director of the National Union of Organizations of Mutual Financial Support Anatoliy Kadrov - about the role and place of the Association of Credit unions of Kuzbass in the structure of National Union. The director of the project "Developpment International Desjardins in Russia" Vladislav Krivosheyev told about the results of the realization of the project "Development of credit unions in Russia" in Kemerovo oblast, and the President of the Association of Credit unions of Kuzbass Council Sergey Borovik - about the role of the Association in the socio-economic development of Kemerovo oblast.
Within the framework of the conference there were delivered three sessions:
o Session on the legislation for MFI - Legal framework of microfinance performance: ways of improving. Creation of monitoring system (facilitator - RMC Legal Adviser - Anna Baitenova);
o Session on the role of credit cooperation in the enterprise development (facilitator - deputy director of the department on the development and support of enterprise of Kemerovo oblast Administration - Anatoliy Ladanov);
o Session on the work experience of the credit consumer cooperation in town and country (facilitator - the President of the Association of Credit unions of Kuzbass Council - Sergey Borovik).
During the sessions the participants shared their experience, exchanged the opinions and worked out the decisions on the key questions.
Meeting on Microfinance Matters at the Center of Strategic Research
On 15 August 2006 in the Center of Strategic Research there was a meeting dedicated to the special investigation of socio-economic influence of microfinance on the quality of life of deprived people. The research manager of the Center of Strategic Research Kseniya Yudayeva, RMC Director Mikhail Mamuta, the Adviser of the RF Minister of Finance Irina Yevseyeva, the Expert of the Russian Academy of the National Economy at the RF Government Vyacheslav Shironin, the Interfax Expert Galina Yermilova participated in the meeting. Within the framework of this investigation to be conducted in September 2006 a thorough single-point survey of the clients of various MFIs will be made. Within the framework of this survey it will be explored how microfinance services influence the business and the standard of living of MFI clients as well as whether correlation between the type of microfinance organizations (credit cooperative, SME support fund, specialized banking institution, etc.) and the quality of microfinance services exists or not.
The results of the survey will be presented during the V National conference on microfinance on 30 November 2006 and will help to improve the understanding of the importance of microfinance for the development of economy and support for deprived people all over Russia.
Regional Conference "Women - the Leaders of New Russia. Chelyabinsk Oblast"
On 18 August 2006 regional conference "Women - the leaders of new Russia. Chelyabinsk oblast" was held in Chelyabinsk. Within the framework of the conference the award ceremony of the contests "The best project in the sphere of woman and family enterprise" and "The best program of woman and family enterprise support and development" with awarding the winners with grants was held. During the conference the questions of finding the ways of providing effective implementation of intellectual, professional, and social potential of women able to find their level in the management system of economic and socio-political Chelyabinsk oblast development system were discussed. Russian Microfinance Center Network manager Anisa Aisina participated in the conference with a presentation "Russian experience of microlending to the projects of woman and family enterprise."

Implementation of the Project "Cooperation between the Russian Microfinance Center and the National Bureau of Credit Histories"
In February 2006 the National Bureau of Credit Histories and the Russian Microfinance Center have signed a cooperation agreement. The first microfinance organization which signed a contract with the National Bureau of Credit Histories was credit consumer cooperative "Financial Union" (Cheboksaru). Collaboration of the specialists of the National Bureau of Credit Histories and credit consumer cooperative "Financial Union" let to install successfully the software (CriptoPro) and start to pass the data to the National Bureau of Credit Histories. Aleksey Nikolayev, Deputy Chairman of the Board of credit consumer cooperative "Financial Union" pointed out that the assumption in the entry list of the National Bureau of Credit Histories is a transition to the new level of development of credit cooperative as a microfinance organization: the investors' degree of belief increased and the risks of possible cheating considerably decrease.

Annonce: Project of Development of Microfinance in Kabardino-Balkariya
On 12 September 2006 in Nalchik there will be a conference focused on the opening of the project "Creation of microfinance and credit cooperation system", implemented by RMC within the framework of the European Union program. 60 people are going to participate in the conference, including the leadership of the Rural Credit Cooperatives Development Foundation, Association of Russian Banks, National Union of Organizations of Mutual Financial Support and representatives of neighboring republics of the North Caucasus. Within the framework of the conference the main directions of performance on the project will be discussed as well as the perspectives of participation of the new republic system of credit cooperation in the performance of federal associations and various programs of the branch support.
This event as well as the project on the whole are an important step in the development of socio-economic environment on the North Caucasus - the RF President and the Russian government have stressed the importance of the development of this region more than once.
Training News
"Loan Officers Training"
From 7 to 11 August 2006 Russian Microfinance Center delivered a corporate course "Loan Officers Training" in Perm under request of Ural SME Support Fund. At the customer's request the questions concerning managing delinquency and establishing effective interest rates as well as the aspects of financial analyses in MFI were also covered during the training.
The participants highly appreciated the methods of teaching, experience and professionalism of the trainer. They mentioned that the received knowledge is necessary both for experienced workers and for beginners in microfinance.
They liked the well-structured form of training - a question in the form of dialog and easy for comprehension delivery of material with examples and practical tasks, allowing to memorize everything better. They mentioned, that, contrary to the lections, material taught in such a way is easier to comprehend. On the whole, the training was described as very informative, as well as comprehensible, clear, interesting and containing all the sections necessary for the loan officers.
