ANNONCE: VIII All-Russia SME Representatives Conference «Small and Medium Business in the Context of Russia Joining the World Trade Organization (WTO)».
On 16 May 2007 the RF Chamber of Commerce and Industry (Moscow, Ilyinka, 6) will host the VIII All-Russia SME Representatives Conference «Small and Medium Business in the Context of Russia Joining the World Trade Organization (WTO)».
The conference is organized by: the Council of Federation of the Federal Assembly of the Russian Federation; the RF Chamber of Commerce and Industry; the RF Ministry of Economic Development and Trade. The conference is supported by: VTB24 – strategic partner; «ROSBANK» – general sponsor; «Soyuzpatent» – official sponsor. RMC is performing the functions of the conference managing direction. The representatives of small, medium and big business, executive and legislative bodies of Russia, regional SME support structures, associations of entrepreneurs, banks, and microfinance organizations, international organizations, mass media are supposed to participate in the event.
The participants can be registered up to 25 April 2007.

Round table "Legal aspects of rising the availability of financial retail services "
On 1 March 2007 a round table "Legal aspects of rising the availability of financial retail services " was held in State Duma, organized by the State Duma Committee on credit organizations and financial markets supported be the Association of Regional Banks of Russia and the National Partnership of Microfinance Market Stakeholders (NAMMS).
Anatoly Aksakov - the Deputy Chairman of the State Duma Committee on Credit Organizations and Financial Markets, Aleksey Savatuygin - the Director of Financial Policy Department of the RF Finance Ministry, Anna Popova - the Director of the RF Ministry of Economic Development and Trade, RMC and NAMMS President Mikhail Mamuta spoke at the event.
During the round table the following topics were discussed: the problems of rising the availability of banking services for the population and subjects of small enterprise of middle and small cities, rural settlements, performed by Russian banks and non-bank credit organizations, and also effective normative acts and drafts of federal laws, including «Of the consumer credit», «Of microfinance organizations», «Of bankruptcy of loaner-individual».
The fact that the representatives of executive authorities, bank sector, and non-bank organizations – the market participants, other experts participated in the round table allowed to comprehend the consumer crediting development, and distant financial services.
The discussion resulted in the proposals aimed at rising the availability of financial retail services in the Russian Federation.
Extended Meeting of the ARB Committee on Microfinance Development
On 27 March 2007 the Association of Russian Banks (ARB) hosted the extended meeting of the RMC-ARB Committee on microfinance development supported by CGAP.
About 30 representatives of bank and microfinance sector, and scientific sector participated in the meeting. The meeting participants were presented the methods of evaluation of credit consumer cooperatives’ creditability in the conditions of enhancement of requirements of the Bank Russia to the procedure of funding MFIs by banks prepared by the National Union of Organizations for Mutual Financial Support. Yelena Konovskaya – the Director of the National Union of Organizations for Mutual Financial Support and Aleksander Khaustov - the National Union Expert presented the system of financial indicators for the credit consumer cooperatives performance and demonstrated the functioning of the programs and databases developed on purpose for the needs of credit cooperatives.
Olga Tomilova, Managing Director of the Consultative Group to Assist the Poor (CGAP) for Eastern Europe and the New Independent States (World Bank Consulting Group – RMC partner) spoke about the development of financial technologies for small business and low-income population.
Interregional seminar-meeting «Microfinance as an institute of socio-economic development of the regions»
On 30 March 2007 the RF Ministry of Regional Development hosted the interregional seminar-meeting: «Microfinance as an institute of socio-economic development of the regions», organized by the Ministry, NAMMS, ARB and RMC.
More than 80 representatives of state, executive, and federal authorities, representative offices of the RF President in federal districts, international organizations, and MFIs arrived to the seminar-meeting. RMC President Mikhail Mamuta facilitated the event. He also delivered a presentation «Microfinance infrastructure development in regions aiming at rising the availability of financial services for the population, small and micro business».
ARB President Garegin Tosunyan, Head of Division of the State Economic Regulation Department of the RF Ministry of Economic Development and Trade Natalia Larionova, Head Receptionist of the RF Federation Council Deputy Chairman Vladimir Kostryukov, Voronezh Oblast Administration Head Leonid Selitrennikov, Deputy of the Minister Economy, Trade, International and Foreign Economic connections of Rostov Oblast Anna Palagina, the Deputy of the Kabardino-Balkarian Republic Minister of Economic Development and Trade Murat Kerefov, Volgograd Association of Credit Consumer Cooperatives Head Yelena Tokareva, Social Programs Manager of the «Taseyevsloye» Denis Antonov, RMC Legal Adviser Anna Baitenova, VTB24 Vice-President Nadezhda Karisalova also delivered presentations.
During the seminar-meeting the following topics were discussed: Microfinance infrastructure development in regions experience, including the experience of the Russian Federation subjects in creation of regional models of microfinance development; ways of interaction between banks and microfinance organizations in order to implement the RF President's V.V. Putin’s assignment concerning the necessity to rise the availability of financial services for the population.
The Director of the RF Ministry of Regional Development Department for the regional and socio-economic development and territorial planning Yuriy Perelygin and his Deputy Yelena Kitova, the RMC Executive Director Boris Tkachenko, The League of Credit Unions General Director Wadim Kalinichev, the National Union of Organizations for Mutual Financial Support Director Anatoliy Kadrov, Microfinance Center President Pavel Sigal made a considerable contribution to the seminar.
The seminar-meeting resulted in «Recommendations».

Training news
Project «Financial education in Russia» (Training for trainers)
From 12 till 16 March 2007 the training for trainers within the project «Financial education in Russia» was delivered by RMC in cooperation with the Microfinance Center (MFC) for Central Europe and New Independent States and with financial support from the Citigroup Foundation and organization Microfinance Opportunities in Moscow. 18 people participated in the training – the representatives of 16 organizations-partners on the project «Financial education in Russia». During the training the participants received the materials and analyzed the methods of delivering the financial education training “Plan the Future”. As a result of the training the participants developed recommendations to future training materials development and specified the future plans of cooperation.
In the nearest future RMC in cooperation with the training participants is planning to develop the training materials. After that the organizations-partners will deliver this training for low-income population in their regions.

«Start Point: Youth Microfinance Conference»
On 21 March 2007 in Moscow the State University - Higher School of Economics hosted the conference «Start Point: Youth Microfinance Conference», organized by AIESEC – the world's largest student organization, is the international platform for young people to discover and develop their potential so as to have a positive impact on society. This conference united talented and perspective students and young specialists from more than 10 Moscow universities.
The conference aimed at acquainting the graduates from the economic universities with the microfinance concept and showing them various ways of professional development in this sphere, introduce microfinance as one of the instruments of Youth Microfinance Enterprise.
During the conference the RMC Executive Director Boris Tkachenko delivered the presentation «Survey of microfinance services in Russia». He spoke about the perspectives of building all-inclusive financial system in the RF and innovations of microfinance market.
The Bank Adviser of the Russia Small Business Fund – Tanya Maywald told of the small business funding through the Russian commercial banks, à Member of the Managing Board of the German Fund for the Support of Small Entreprises (GERFO) Alexander Barnewitz – about the credit cooperatives in Russia.
