VII National Conference “Microfinance in Russia: New Technologies of Success”
On 19-21 November, 2008 in St. Petersburg the VII National Conference “Microfinance in Russia: new technologies of success” was held, organized by NAMMS and RMC. More than 460 people from 42 regions of Russian and 28 foreign countries participated in the event. During the Conference Opening Plenary the following honoured guests spoke: Eduard Batanov, Chairman of the Finance Committee of the Administration of St. Petersburg, Anatoliy Aksakov, Deputy of the State Duma of the Federal Assembly of the Russian Federation; President of the Association of Regional Banks «Rossiya», Vladimir Kostryukov – the Head Secretariat of the Federation Council Deputy Chairman of the Russian Federation Mikhail Nikolayev, Sergey Moiseev, Director of the Center for Economic Research of the Moscow University of Industry and Finance, Vladimir Bykov, Director of the Department for Work with Associations of Entrepreneurs of the Chamber of Commerce and Industry of the Russian Federation, Pavel Sigal, Vice-President of the “All-Russian SME Organization "OPORA Russia”, and other speakers.
During the Conference such topical issues as the role of the financial regulators in the context of market uncertainty, priorities of regulatory and legal framework improvement to simplify microfinance and small business crediting as well as the perspectives of new technologies of distant finical services to the population development were discussed.
One of the unique Conference discussions was the round table devoted to the financial interaction between Russia and Asian countries, analysis of the Asian countries experience in the financial-credit system and microfinance development. It resulted in signing the Agreement of cooperation activation and sharing experience between NAMMS and APRACA (Asia-Pacific Rural and Agricultural Credit Association) in 2009-2010.
On 19 November the IV National Policy Forum for Microfinance aimed at the discussion of the most topical issues of improving current legislative base in the sphere of microfinance was held. In this year mostly credit cooperation legislation, microfinance organizations, individuals bankruptcy and distant financial services regulation issues were discussed at the Forum.

Agreement "Of International Coordination Council for the Microfinance Association of the Commonwealth of Independent States Creation"
Within the framework of the VII National Conference “Microfinance in Russia: New Technologies of Success” which was held on 19-21 November, 2008 in St. Petersburg the Agreement "Of International Coordination Council for the Microfinance Association of the Commonwealth of Independent States Creation" was signed.
The Council will let enhance the integration of microfinance sector in the countries – members of the Commonwealth, to enable joint efforts of microfinance organizations to raise their role in economy, solving social problems, small business development, raising reliability and availability of financial services for the population of the countries-members. The Agreement during the stage of its creation was signed by six countries-NIS members, the Coordination Council will be headed by the NAMMS President Mikhail Mamuta till 2010.
The Agreement was signed on behalf of the Republic of Belarus by the Deputy Chairman of the Board of the National Bank of the Republic of Belarus, National Coordinator of the National Bank of the Republic of Belarus project and United Nations Development Program "Microfinance in the Republic of Belarus Development Support " Vasiliy Matyushevskiy, on behalf of the Republic of Kazakhstan by the Chairman of the Board of Directors of Association of Kazakhstan Microfinance Organizations (AMFOK) Shalkar Zhusupov, on behalf of the Kyrgyzstan Republic by the Chairman of the Board of Directors of Association of Kyrgyzstan Microfinance Organizations (AMFI) Ernest Kamchibekov, on behalf of the Russian Federation by the President of the National Partnership of Microfinance Market Stakeholders (NAMMS) Mikhail Mamuta, on behalf of the Republic of Tajikistan by the Executive Director of the Association of Tajikistan Microfinance Organizations (AMFOT) Tolib Gayratov.
The parties agreed that the International Microfinance Council is open for new members and partners to join, including those from the countries other than NIS.
The Council will allow creating and more efficiently using the microfinance technologies, to participate in creation by the governments coordinated policy in the sphere of small entrepreneurship development, and financial-credit SME support. The Council's performance is topical due to the global financial crisis which sharpened the problem of availability of financial services for small business and population.
On 21 November 2008 the first meeting of the International Coordination Council for the Microfinance Association of the Commonwealth of Independent States Creation was held.
