Training «Microfinance Programs on Regional and Municipal Levels Development and Implementation»
On October 1-2, 2009 the training «Microfinance Programs on Regional and Municipal Levels Development and Implementation» was delivered in Moscow. The training was organized by the RF Ministry for Economic Development in cooperation with the Russian Microfinance Center and the Banking Institute of Higher School of Economics, the State University. 39 representatives of regional administrations and funds for SME support from 31 region participated in the training.
The main aim of the training is to raise the awareness level of local government authorities about the microfinance sector specific features and its role for SME development on regional and municipal levels.
Andrey Sharov, Director of the Department for SME Development of the RF Ministry for Economic Development spoke at the training opening. Then Mikhail Mamuta, RMC President made a presentation «Microfinance Programs' Methodic Base». Anna Baitenova, RMC Legal Adviser; Aleksey Nehhayev, General Director of the Voronezh Oblast State Fund for SME Support, and Tatyana Dikova, RMC Senior Training Specialist participated as the trainers. All participants noticed the topicality of the training theme. The systemization of knowledge on microfinance and receiving information about practical experience of implementing microfinance programs by the example of Voronezh Oblast were emphasized as the most inportant training results.
The participants showed great interest in continuing the study, and, in particular, in more deep development of the topics discussed during the training and in further exchange of experience between the regions.

Training «New in Legislation on Credit Cooperation: Developers’ Commentary»
On October 21-23, 2009 the training «New in Legislation on Credit Cooperation: Developers’ Commentary» which was organized by the Russian Microfinance Center in cooperation with the National union of organizations of financial mutual support and the Mutual Insurance Society "Narodnie Kassi", with participation of NGO “Vozmozhnost dlya vseh” was delivered in Moscow.
Within the framework of the training the Federal laws of July 18, 2009 No 190-FL «About credit cooperation» and of 17 July 2009 No 163-FL « About modifying the article No 5 of the Federal law "Against legalization of proceeds from crime (money-laundering) and against terrorism funding"» were discussed.
The participants received detailed comments from the representatives of the draft laws development group, discussed the steps of implementing the requirements presented by new legislation. The training participants also had a possibility to pose their questions to the representative of state government bodies responsible for regulation and supervision in the credit cooperation sphere – Natalya Satina, Head of Division of the Financial Policy Department of the RF Ministry for Economic Development.
The participants highly appraised the training, especially, that it gives understanding of strategy and ideology of the credit consumer cooperation legislation. They mentioned that the lectors provide the information so professionally, clearly, and accurately that it causes both admiration and deep gratitude.

Sri Lanka Experience in Building Credit Cooperation and Microfinance Development: the Results of the NAMMS Delegation Visit
On October 20-24, 2009 the Russian delegation was invited by the SANASA Development Bank to get acquainted with the experience of Sri Lanka microfinance development. This visit is timely and topical since microfinance is one of the anti crisis priorities of the Russian Federation Government as an instrument of struggle with unemployment and small enterprise development, which underlines the importance of getting acquainted with successful international experience in this sphere.
During the visit the delegation held two official meetings with the management of regulatory authorities responsible for the Sri Lanka microfinance development. The issues of creating favourable conditions for microfinance performance development by corresponding regulation of banking sector, credit cooperation sector and other microfinance organizations were the main topics for discussion.
The meetings resulted in necessary analytical materials about the condition of banking and microfinance market of Sri Lanka, as well as the list of main regulatory acts given to the Russian delegation.
Thus, the visit was useful both from theoretical and practical points of view. For further development of the international cooperation and experience exchange between the National Partnership of Microfinance Market Stakeholders (NAMMS) and the SANASA Development Bank, it was agreed to invite the top management of the SANASA Development Bank to Moscow on November 17-19, 2009 to participate and speak at the VIII National Conference on Microfinance organized by NAMMS and supported by the Ministry of Finance of the Russian Federation and the RF Ministry for Economic Development. Within the framework of the Conference it is planned to sign a framework Cooperation Agreement between NAMMS and the SANASA Development Bank.
